The slap fight was funny in FF 7 and Tifa had just been almost poisoned gassed to death and had to save herself while completely restrained in the chair (which was incredibly bad ass! Tifa escape artist like Batman! 
) And Square had another excuse to include a ridiculously out of place but very amusing slap cat fight! Haha
But I don't see this scene here happening in any universe under any circumstance... Except in Scarlet's dreams maybe! Or maybe if she managed to pull off a successful taser attack (which is the only reason Loz knocked out Tifa in Advent Children! Loz the Sephiroth remnant who embodies all the physical strength and speed of Sephiroth but still lost to Tifa in the real fight! Until he tasered her at the end! Plot armor I tell you.) This artwork is great regardless! Looks amazing!
Tifa is a Master martial artist! She specializes in speed, agility, power, critical hits, and adapting to her opponents. She was trained for years by the greatest Martial Artist instructor in their world, Zangan. Considering Tifa kills trained soldiers, monsters even as large as giants and dragons, and war machines larger than tanks, ALL with her punches and kicks, it's no surprise she can wreck just about any foe. My money is on Tifa Lockhart! Scarlet is way out of her league and not just in terms of strength and speed! Scarlet is not the master martial artist Tifa is! Among her many other skills Tifa also specializes in feint attacks (Dissidia 012). Feinting allows Tifa to dodge attacks, disrupt the opponent's attempts to block, and her attacks have a higher chance for critical hits after feinting.
Tifa also gets stronger the more damage she takes. With her limit meter full (Make sure you have Mug Materia equipped so you can attack without using your limit until you want to use it and you steal their items) Her attack power greatly increases and she deals critical hits or double damage very often! In limit form Tifa is strong enough to pick up and Suplex the giant mountain sized machines with the power to destroy the world. I'm talking about the Diamond, Emerald, and Ruby Weapons! Tifa suplexes them and even picks them up with ONE HAND, flies/leaps into the sky and hurls them down at full velocity! A feat you'd expect from say Wonder Woman, Supergirl, and She Hulk! Tifa's Final Heaven limit is capable of dealing more damage than Cloud's OP limit Omnislash. In a real fight to the death Tifa also has her powerful magic, which again will not even be needed in this fight... Her melee skills and power alone are overkill.
But just in case Scarlet has powerful magic materia equipped, Final Fantasy heroes like Tifa are known for their use of magic, to half enemy damage with spells like Barrier/Protect and MP Barrier/Shell (physical and magic/element), double their speed and agility with Haste magic, Cast Regen for a constant healing factor on themselves, Use Curaga to fully heal from the brink when necessary, and they have access to just about every magic element and status ailment like poison, petrify, slow, stop, sleep and so on at their disposal. Also the Reflect spell to reflect enemy magic right back at them. They can dispel enemy buffs and barriers. And there are others besides but to keep it short, Final Fantasy heroes have a major strategic advantage with their magic! (But none of that would be necessary in this fight!)
And note the Final Fantasy heroes fights god level powered enemies and titanic legendary beasts and world destroying machines on a regular basis so they can hold their own against most other series heroes and villains. Talk about combat experience! Against the absolute strongest foes they will at the very least last a decent while and put up a valiant fight. Possibly even winning over superior powered fighters. Overcoming the impossible is what they do best. Tifa is no exception she is a boss! There are other potentially more powerful Final Fantasy heroes/heroines (with swords, magic, limits) but no other Final Fantasy woman is physical stronger or more masterfully skilled and capable in hand to hand combat than Tifa Lockhart, and Tifa is as agile as they come!
